I am running for Commissioner of the Revenue because Spotsylvania County does not have one. Without a Commissioner of the Revenue, County businesses and residents have no one ensuring that tax administration in Spotsylvania County remains fair, transparent, and responsibly managed for every resident and business. Because this constitutional office touches homeowners, veterans, small business owners, and working families alike, it deserves more than familiarity, the people deserve skill. The Commissioner of the Revenue office deserves steady leadership that protects public trust, honors decades of service, and prepares responsibly for the future of our growing county. 

This election will help shape how tax administration serves our county for years to come, and your participation truly matters. 

 

My Priorities for the Spotsylvania County Commissioner of the Revenue:

⚖️County Revenue Diversification

Spotsylvania County should not rely disproportionately on residential property taxes to fund local government. As Commissioner of the Revenue, I will continually review county tax and revenue policies, rates, and administrative practices to identify opportunities that fall within the authority of my office. Working collaboratively with the Board of Supervisors, I will advocate for strategies that promote a more balanced distribution of the county's tax base between businesses and households while supporting long-term fiscal sustainability and improving household affordability.

🏛️Commissioner of the Revenue Office Outposts

Government services should be accessible to every resident.

I will pursue partnerships with county facilities throughout Spotsylvania to establish Commissioner of the Revenue satellite service locations that provide secure document drop boxes, tax forms, exemption applications, educational materials, and other self-service resources. These community outposts will improve access for seniors, individuals with mobility challenges, and residents who live farther from the County Administration Building while encouraging taxpayer compliance and improving customer service.

💻County Technology Modernization

Residents deserve a modern tax administration experience.

I will evaluate opportunities to modernize office technology by reducing repetitive citizen data entry, expanding the use of secure digital forms, utilizing intelligent data parsing where appropriate, and automating portions of recurring compliance and exemption processes. These improvements can reduce administrative burdens, improve operational efficiency, enhance data quality, and provide a more convenient experience for county residents.

📋Property Assessment Reporting & Revenue Accuracy

Accurate property information benefits both taxpayers and the county.

I will develop a streamlined process that allows residents to report potentially inaccurate real estate and personal property information for appropriate review by the responsible county offices. Improving communication and data quality can help strengthen the accuracy of county revenue generation while ensuring taxpayers have a clear pathway to raise legitimate concerns.

👥Community Engagement & COR Town Halls

I will host regular town halls, educational workshops, and community listening sessions throughout Spotsylvania County to hear directly from residents, businesses, and nonprofit organizations. These conversations will help identify service improvements, strengthen taxpayer education, increase transparency, and inform future administrative recommendations within the authority of the Commissioner of the Revenue Office.

My 3 Principles for the Office:

  1. Fairness - Consistent and equitable application of tax law so every citizen is treated with clarity and respect.
  2. Transparency - Clear communication about assessments, exemptions, and responsibilities so residents understand how decisions affect them.
  3. Stewardship - Disciplined oversight of property and business tax administration that safeguards the integrity of this constitutional office for the next generation.

Dr. Shellie M. Bowman, Sr. is a Doctor of Public Administration,a former IRS Revenue Officer, and public service professional focused on disciplined governance and ethical leadership. He is running for Commissioner of the Revenue to protect public trust in tax administration and ensure the office remains fair, transparent, and responsibly managed for the people of Spotsylvania County.

With experience in fiscal oversight, governance, and organizational leadership, Dr. Bowman believes this constitutional office should serve citizens with clarity, consistency, and respect. He is committed to honoring what works, strengthening communication and service, and preparing responsibly for the future of our growing county.

Spotsylvania County is currently without a duly elected Commissioner of the Revenue, and under the law, it must have one. As a trained tax and public administration professional, I am stepping forward to serve the residents of Spotsylvania County. I am committed to carrying out the responsibilities of this office by ensuring fair and accurate tax assessments, promoting transparent fiscal governance, and practicing responsible stewardship of county resources.
